Business coalition calls on EU to ensure timely and effective implementation of PPWR
In a letter sent to the presidents of the European Commission, European Parliament and European Council, a broad coalition of more than 120 businesses and industry associations have called on the EU to ensure that the Packaging and Packaging Waste Regulation (PPWR) delivers on its objectives and supports a strong, competitive, and sustainable circular plastics value chain in Europe.
TOMRA President and CEO Tove Andersen, commented: “as a signatory to this letter, we join numerous leading companies throughout Europe in stressing the importance of the EU now ensuring the timely and effective implementation of this Regulation as adopted. With the PPWR set to be fully applicable throughout Europe as of August 12, 2026, the focus should now be on ensuring that the Regulation is effectively implemented, notably through the development of clear, robust and evidence-based secondary legislation, in close consultation with industry and technical experts. Secondary legislation provides the appropriate mechanism to refine methodologies, definitions and requirements in line with technological progress and market realities, allowing outstanding technical questions to be addressed without reopening the core framework,” states Andersen.
The letter points out that “at a time when Europe is striving to enhance its circular economy and reduce dependency on virgin resources, it is crucial to preserve momentum and regulatory certainty, in order to further strengthen competitiveness and sustain continued investment in circular business models across the Union. This is particularly important in light of the current global context, marked by geopolitical tensions, evolving international trade measures, and increased cost pressures on energy and raw materials, all of which are already placing significant strain on European industry. Ensuring timely and coherent implementation of the PPWR should therefore remain the central priority.”
